Mansoor Malik is AMJ’s founder, managing partner and head of the firm’s corporate commercial and dispute resolution departments. A UK-qualified barrister, Mansoor has more than 40 years’ experience of law and practice in Oman.


Experience

Corporate

Mansoor brings over thirty years of experience advising across numerous key sectors in Oman. He has advised on some of the most complex and high profile transactions in Oman, including landmark projects and innovative public private partnerships in the energy, transport, infrastructure, and telecommunications sectors. Widely recognised as the leading authority on Oman’s privatisation and utilities sector laws, Mansoor has played an important role in shaping the country’s legal framework. He advised the Government of Oman on major restructuring and privatisation initiatives across several strategic industries. He is also highly regarded as a pioneer in the emergent field of Islamic finance in Oman.

He has been instrumental in drafting and reviewing key national laws, including the Free Zone Law, Waste Management Law, Public Debt Law, PPP Law and telecommunications regulations.

His projects and energy experience covers green hydrogen, renewable power, IWPs, IPPs, refinery and petrochemical developments, and large scale industrial ventures in the Special Economic Zone at Duqm and across Oman. He has also advised extensively on maritime, shipping, and port related concessions.

Mansoor regularly advises the Government of Oman represented by the concerned ministries on strategic projects, including the privatisation of electricity, airports, solid waste, telecommunications, and major national infrastructure. He has also supported the establishment of major sector holding companies and public–private partnership frameworks.

In the private sector, he has acted on numerous landmark M&A and capital markets transactions, including major cross border acquisitions, IPOs, restructuring of national utilities, and investment transactions for leading regional and global companies.

In the area of corporate governance, Mansoor advises multiple public joint stock companies on compliance, board performance, regulatory reforms, and governance frameworks, and has conducted training for boards and executive management of major listed companies.

Across all these mandates, Mansoor is recognised for his deep understanding of Omani law, his leadership in drafting regulations of national importance, and his ability to guide transformative projects that impact Oman’s economic development

Dispute Resolution

Mansoor has a distinguished track record in high value and complex disputes before all levels of the Omani courts, acting for leading banks, multinational corporations, government entities, insurers, and major construction and engineering firms. His litigation work spans commercial, corporate, regulatory, construction, insurance, maritime, and cross border matters, including landmark cases involving company law, IFRS interpretation, vessel arrests, and significant shareholder disputes. He also advises companies and board members on corporate governance related claims and has defended clients in sensitive financial crime proceedings.

In arbitration, Mansoor has extensive experience across ICC, DIFC LCIA, ad hoc, and institutional forums, acting for state-owned entities, international contractors, developers, and operators in major disputes involving EPC, O&M, concession, and power and water purchase agreements. His portfolio includes large scale construction, infrastructure, energy, hospitality, oil & gas, and utilities related arbitrations, as well as treaty based disputes under bilateral investment agreements.

Mansoor is also regularly appointed as an expert witness on Omani law in international courts and arbitral tribunals. His expert testimony covers commercial companies’ law, banking, foreign investment, telecommunications, and major concession frameworks, and has been relied upon in proceedings in Switzerland, England, and international arbitration venues.
