Mansoor brings over thirty years of experience advising across numerous key sectors in Oman. He has advised on some of the most complex and high profile transactions in Oman, including landmark projects and innovative public private partnerships in the energy, transport, infrastructure, and telecommunications sectors. Widely recognised as the leading authority on Oman’s privatisation and utilities sector laws, Mansoor has played an important role in shaping the country’s legal framework. He advised the Government of Oman on major restructuring and privatisation initiatives across several strategic industries. He is also highly regarded as a pioneer in the emergent field of Islamic finance in Oman.
He has been instrumental in drafting and reviewing key national laws, including the Free Zone Law, Waste Management Law, Public Debt Law, PPP Law and telecommunications regulations.
His projects and energy experience covers green hydrogen, renewable power, IWPs, IPPs, refinery and petrochemical developments, and large scale industrial ventures in the Special Economic Zone at Duqm and across Oman. He has also advised extensively on maritime, shipping, and port related concessions.
Mansoor regularly advises the Government of Oman represented by the concerned ministries on strategic projects, including the privatisation of electricity, airports, solid waste, telecommunications, and major national infrastructure. He has also supported the establishment of major sector holding companies and public–private partnership frameworks.
In the private sector, he has acted on numerous landmark M&A and capital markets transactions, including major cross border acquisitions, IPOs, restructuring of national utilities, and investment transactions for leading regional and global companies.
