Public–Private Partnerships, Infrastructure and Transport

Investment in infrastructure and transport is central to the Sultanate’s strategy to diversify the economy and reduce reliance on hydrocarbon revenues. Significant expansion and modernisation of airports, seaports, free zones and the national road network have created world-class infrastructure aimed at positioning Oman as a regional hub for tourism, transport and logistics.

AMJ has advised on many of the most significant and complex infrastructure projects undertaken in Oman over the past 40 years.

We represent sponsors, lenders, commercial banks, corporations, developers and government entities involved in the development and acquisition of large-scale projects across the transportation, energy and utilities, water, desalination and wastewater, industry and manufacturing, TMT, and tourism sectors.

The team has an outstanding track record in public–private partnerships (PPPs), restructurings and privatisations of government entities — a model that Oman pioneered regionally, beginning with Al Manah Power Project, the first IPP in the Middle East. Our deep industry knowledge enables us to guide clients effectively through complex regulatory requirements and public-sector licensing regimes, as well as provide valuable pre-bid advice on Oman’s applicable laws and policy frameworks.

AMJ has also advised the Government of Oman on a “first-of-its-kind” privatisation project in the healthcare sector, as the government seeks to replicate the success achieved in PPPs within the power and water sectors. In addition, AMJ drafted the Sultanate’s PPP Law, reinforcing the firm’s position at the forefront of policy and legislative development in this area.
